The Homeowner Protection Office (HPO) is a provincial Crown corporation formed as a response to many of the recommendations from the original Barrett Commission report on the quality of condominium construction in British Columbia.

The report prompted the development of the Homeowner Protection Act which passed on July 28, 1998 for the main purposes of strengthening consumer protection for buyers of new homes and improving the quality of residential construction in the province. The Act provided for the creation of the HPO which officially opened on October 1, 1998.

Managing Major Repairs is a process manual, not a technical manual. It is not intended to replace the expertise of professionals involved in a major repair project. Instead, the intent is to explain how to manage the process and how to work with the participants during a major repair project. The publishers of this manual are, Canada Mortgage and Housing Corporation, The Homeowner Protection Office and the The Ministry of Municipal Affairs, Government of BC.

Canada Mortgage and Housing Corporation (CMHC), the federal government housing agency, is responsible for administering the National Housing Act. This legislation is designed to aid in the improvement of housing and living conditions in Canada. As a result, the corporation has interests in all aspects of housing and urban growth development. CMHC is Canada?s most comprehensive and objective source of information on housing, whether you?re a home owner, a potential buyer, a renovator, or a builder, or if you have special housing needs.

The Homeowner Protection Office was created to ensure a renewal of quality and confidence in BC's residential construction. The Homeowner Protection Office will: help leaky condominium owners obtain the financing they need to repair their homes, strengthen consumer protection for home buyers and work with builders and construction professionals to raise industry standards and improve the quality of new home construction.

The Ministry of Municipal Affairs is a ministry of the Government of BC. Their mission is to work with the people of British Columbia to create and sustain the kinds of local and regional communities in which they wish to live ? communities that are strong, safe, well-planned and effectively administered.
